How high should seedlings are transplanted before they happen under my 1000w HPS Buld?

I have six hydroponic system using wool Buckett rock ...

This is not the height they should be, but how healthy they should be. You did not say what type of plants that are trying to grow (hehe, as if I can not guess), but they are what I think, then they should be about 3-4 inches tall, and a Nice green color, and keep the lights well above the plantlings as not to burn. And check moisture levels in soil, often as not want to dry!. 1000 watts to generate a large amount of heat quickly, so be careful.
